How will the Families First Partnership Programme (FFPP) work?

Our goal is to make support simpler, faster and more focused on families in Gloucestershire.

We want to make it easier for families to get the help they need, when they need it. Here’s what’s changing:

Family help: tailored support for children and families. Multi-Agency Child Protection Teams: A coordinated response to child protection terms. Family Networks: Harnessing local and community support. Safeguarding Partnership: Agencies working together to keep children safe.

  • There will be one main assessment for families who need extra support. This means less repeat assessments and quicker help.
  • Services like early help, social care, health care and education will work together in communities so that families don’t have to tell their story over and over.
  • A new role called family help lead practitioner will support families, even when their needs change. These professionals have different backgrounds and skills to support families best.
  • We aim to bring different services and experts together in one place, like Family Hubs, so families can get help for children and adults in the same location.

  • Multi-agency child protection team: NHS Gloucestershire, Gloucestershire Police, Children's Social Care, Other agencies, EducationNew multi-agency teams, including health, police, education and social care, will work together on child protection plans (plans outline actions to protect the child, assess the likelihood of harm and clarify multi-agency responsibilities) and meetings to keep children safe. This will improve how social workers, health practitioners, education staff and police share information and support families to make fair decisions early.
  • Child protection conferences will be made more family friendly.
  • Families will have access to support and advocates (people that help families express their views help them understand their rights) to help them through the process.

  • Every family will be offered a family-led decision making meeting early. This gives families, and trusted adults, a voice when planning for children.
  • We have published Local Offers for kinship carers (family members who care for children) to make sure their needs are met.
  • We want a ‘family first’ culture, where families are involved in decisions at every stage.
  • There will be more support, for example with housing, parenting and mental health, and advocacy (someone to help families express their views help them understand their rights) for families during child protection processes.

  • A single assessment approach will reduce repeat checks and focus on getting help to families quickly.
  • Schools will have a stronger role in keeping children safe.
  • Agencies will share information better using new systems and data tools; we are improving major recording and reporting systems.
  • We are investing in training and development for the children’s workforce (people that work in children's services), making roles clearer and communications smoother.
