Strategic background
The Gloucestershire County Council mission for adult social care is to:
- Collaborate with family, carers, people, communities to promote good health, independence, positive risk taking, and prevent harm
- Be involved when we’re needed, at the right time, for the right length of time. Champion people’s rights, treating them with dignity and respect.
- Promote social and community connections, enabling people to thrive, supporting independence, wellbeing, and healthy lifestyles
- Act in a coordinated way that puts people at the centre, act on feedback and what people are telling us in a way that is responsive and flexible, listening to what is important to them
- Challenge inequality and discrimination in all we do, poor quality wherever we see it, promote inclusion, and communicate in an accessible and open way
- Do everything we can to support high quality services, making best use of intelligence, evidence, and available technology, creating a culture of learning, and adapting to improve what we do
The Integrated Care System (ICS) brings together health, social care, public health and other public, voluntary and community sector organisations to build a healthier Gloucestershire; supporting people to live well and providing high-quality joined-up care when needed.
Our 'One Gloucestershire' vision is:

The Integrated Commissioning Directorate works across Gloucestershire County Council (GCC) and Gloucestershire Integrated Care Board (GICB) commissioning health and social services on behalf of both. This Market Position Statement is concerned with social care services for adults but will reference and reflect the picture across the whole ICS.
To deliver the Gloucestershire County Council mission and the One Gloucestershire vision, we aim to work closely together to commission genuinely integrated services in the community that:
- Give a personalised approach
- Support people to maintain their independence
- Recognise what matters to them
- Provide a rapid response to health and social crises
- Enable people to stay home whenever possible
The county council has developed and is developing a number of strategies that will support these objectives across the life of an individual. We recognise that a thriving and sustainable market which offers sufficient capacity to enable people to receive the right care at the right time will be instrumental in our success.
