Welcome message from Mark Preece - Chief Fire Officer Service Transformation
Welcome, and thank you for your interest in this exciting leadership role.
Welcome
Assistant Chief Fire Officer - Service Transformation
On behalf of the Strategic Leadership Team (SLT) and myself, I am delighted to be able to offer this opportunity to join us in Gloucestershire Fire and Rescue Service (GFRS) and the wider Community Safety Directorate within Gloucestershire County Council (GCC).
The opportunity to appoint our next Assistant Chief Fire Officer (ACFO) comes at a truly pivotal point in our Service’s story. In our recent inspection, GFRS was recognised for significant progress—acknowledging both our ongoing improvement journey and the tangible, positive shift in our organisational culture. We have made notable strides in prioritising the wellbeing of our staff, addressing historic inequality, enhancing our culture, and increasing the visibility and approachability of our leadership. These improvements have been reflected in our inspection outcomes, and we are proud to be building momentum towards achieving ‘good’ and ultimately ‘outstanding’ ratings across all areas.
As we continue this journey, we remain determined in our commitment to our values and to developing a leadership culture that inspires trust, inclusion, and excellence. Our improvement ambitions are matched by the ongoing support and investment from both the County Council and the Fire Authority. This collaborative approach has helped us co-design a forward-looking vision for the future of GFRS, demonstrating the Council’s continued commitment to governance and growth.
You would be joining our organisation during a time of dynamic change— and you would be key in delivering the next stage in our transformation journey. There is perhaps no more vital time for Principal Officers to act as role models, shaping a culture of integrity, trust, and continuous improvement. Whilst this is a key role in our fire service and should appeal to those who have developed through their career as a firefighter, I am also keen to welcome applications from those from other career pathways who could bring their strategic transformation and change skills to deliver the role.
Our Strategic Leadership Team is dedicated to embedding a values-driven, inclusive approach across every aspect of leadership and management. While we acknowledge the commitment and drive needed for the journey ahead, we are equally inspired by the progress we’ve made and the collective ambition we share: to make GFRS an exemplar fire and rescue service in the region and beyond.
We recognise that applying for the ACFO role is a significant decision—professionally, personally, and for your family. You may have questions about our Service, our vision, and the people who will become your colleagues. I would encourage you to visit us, meet our dedicated staff and leadership teams, and see first-hand the pride and commitment that define GFRS. If you would like to schedule an informal conversation with me, you are welcome to arrange this via dave.etheridge@fireknowledge.co.uk
If you are ready to contribute to our ongoing journey, to shape our future and be part of our aspiration for ‘good’ and ‘outstanding,’ we look forward to welcoming your application.
