Thank you for your interest in the role of Director of Finance and Deputy S151 at Gloucestershire County Council. This is a pivotal time for us, and I’m delighted you’re considering joining us on our journey.

We are proud to serve a diverse and vibrant county, and we are ambitious about the future. Our financial leadership is central to delivering on that ambition. As Director of Finance, you will not only lead a wide range of functions including Finance, Strategic Procurement, Pensions, Audit and Risk and our Business Service Centre, but also play a critical role in shaping the council’s strategic direction and ensuring we deliver value for money for the people of Gloucestershire.

This role is more than a technical finance post—it is a leadership opportunity at the heart of our Corporate Leadership Team. You will work closely with me in my capacity as Deputy Chief Executive and S151 Officer, acting as my deputy and trusted partner. Together, we will ensure the council’s financial resilience, drive innovation, and support transformation across all services.

Our working relationship will be built on mutual trust, clarity of roles, and shared ambition. I will look to you to lead the finance function with confidence and independence, while we collaborate on strategic priorities, key decisions, and cross-cutting transformation. I will ensure you have the space and support to lead with confidence, and I will be a sounding board and ally as you shape and deliver our financial strategy.

The Deputy S151 role is designed to be both empowering and collaborative. You will have the autonomy to lead and influence, while also benefiting from a strong and supportive relationship with me as the S151. We are looking for someone who brings clarity, energy, and a passion for public service—someone who can inspire teams, engage Members, and champion our values of accountability, excellence, integrity, empowerment and respect.
