Welcome message from Andy Hearne - Director of Place, Assets and Regeneration
Welcome, and thank you for your interest in this exciting role for City Council!
Welcome to Gloucester!
Thank you for your interest in the role of Strategic Lead for Property & Assets at Gloucester City Council. This is a pivotal role for us, and I’m very pleased you are considering joining at a time when strong, disciplined property leadership is essential to the city’s future. Gloucester’s estate is varied, operationally critical, and central to how the Council delivers its services. Ensuring that our buildings are safe, compliant, well maintained and reliable is fundamental.
The way we manage our assets has a direct impact on the resilience of our services, the safety of our workforce and residents, and the financial stability of the organisation. We need someone who understands that robust property management isn’t just important it is mission critical.
This role provides strategic and operational leadership across our property and facilities functions. You will oversee the day to day running of the estate, ensuring building safety, statutory compliance, planned and reactive maintenance, and the smooth operation of key sites. You will bring clear oversight, strong judgement, and professional discipline to an area that underpins everything we do. Alongside this, you will help shape the Council’s wider approach to asset management guiding disposals, acquisitions, valuations, tenant and lease arrangements, and identifying opportunities to maximise the value and performance of the portfolio.
You will work closely with colleagues across Finance, Planning, Major Developments and the wider organisation to ensure that every asset supports our strategic priorities and long term sustainability. You will also lead a skilled team of estates surveyors, building surveyors, facilities managers and property professionals. Their work is essential to keeping our estate compliant, efficient and fit for purpose, and your leadership will be key to driving consistency, confidence and high standards across the service. Our working relationship will be grounded in trust, shared expectations and a collective ambition for improvement.
I will look to you to take ownership of the estate, to provide clear and considered advice, and to bring stability and assurance to an area that touches every part of the organisation. If you bring strong professional expertise ideally MRICS or equivalent combined with operational grip, strategic insight and a commitment to delivering safe, high performing buildings, then I would be delighted to hear from you. Warm regards, Andy Hearne Director of Place, Assets & Regeneration Gloucester City Council
