There is an existing Traffic Regulation Order (TRO) imposing driving restrictions along several roads within Gloucester City, including:
- Eastgate Street;
- Westgate Street;
- Northgate Street; and
- Southgate Street (the Gated Streets).
However, numerous complaints have been received from local businesses, the police, Councillors and members of the public about the number of vehicles contravening these restrictions which are causing road safety issues.
The existing TRO has been reviewed and an experimental TRO has been made to amend some of the existing TRO restrictions on a trial basis.

The Order is experimental and may continue in force for a period of up to 18 months expiring on 4 July 2027. In due course the council will consider whether or not the provisions of the Order should continue in force indefinitely.
Within six months of coming into force of the Order any person may object to its indefinite continuation. Any such representation should be sent in writing to the Assistant Director of Legal Services, Shire Hall, Westgate Street, Gloucester, GL1 2TG or emailed to highwayconsult@gloucestershire.gov.uk no later than 4 July 2026 stating the grounds on which it is made.
