They are the same thing. A bid or tender for a lower value piece of business is usually called a quote. There simpler rules and contracts for quotes, but they are still advertised by the council through the online system and you submit your bids through the same system.

Quotes are used for procurements involving goods and services below £100,000 excluding VAT and for procurements involving works below £250,000 excluding VAT.
