Measuring the Impact of Social Value

Council suppliers are required to report their social value commitments and delivery on the Social Value Portal (SVP). SVP have developed the TOM System of Themes, Outcomes and Measures as a systematic approach to tracking and measuring social value. Within the TOM System, there are four themes: Work, Economy, Planet and Community, that closely align with the UN sustainable Development goals (SDGs).

 A series of outcomes describe the narrower strategic objectives of each theme, which provides suppliers with potential directions in which to take their social value.  The Measures are specific, clearly defined and quantifiable interventions that align with specific outcomes and have been selected using advice from teams across the Council. As part of the tendering process, we provide a selection of measures for bidders to choose from, and they are assessed on both the quantitative value of their commitments and the quality of the evidence they provide.

Each measure is given a proxy financial value to demonstrate the amount of social value delivered by the activity. These are average values based on national data sets and can vary depending on location but allows for the scale of social value to be visualised in a standardised financial way. This report contains data collected on SVP since 2022.  

To date, GCC has secured almost £99 million of Social Value commitments on contracts since 2022 and has so far delivered almost £21 million, or 21.56% of this across 70+ projects.  The breakdown of this can be seen in the table below:

This graph indicates the percentage of social value delivered across different themes as of April 2025. Given we are near the beginning of our journey on formalising social value recording, we would not expect 100% delivery, because many contracts are at a relatively early stage. The progress so far shows many positives, and also highlights the need for proactive contract management and engagement with suppliers.
