Gloucestershire's five key principles of the Graduated Pathway

Temporary Pause on Submission of Earliest Support Plans

As part of the ongoing development of the Earliest Support Pathway, we are temporarily pausing the submission of Earliest Support Plans (previously My plans/My Plan Plus) to the Local Authority.

The purpose of this pause is to give us time to review how information from submitted plans can be used most effectively to support both operational delivery and strategic planning across Gloucestershire. We want to ensure that, where partners are being asked to submit information, there is a clear benefit from the data collected and that it can meaningfully inform commissioning, service development, demand analysis, and future planning decisions.

During this period, the Earliest Support Plan should continue to be used as a tool to support conversations with children, young people and families, identify strengths and needs, coordinate support, and record agreed outcomes and actions. The pause relates only to submission of plans to the Local Authority and does not affect the use of the plan within your own service or setting.

We are currently exploring how best to:

  • Analyse information captured within Earliest Support Plans.
  • Generate meaningful intelligence about emerging needs, gaps in provision and trends across communities.
  • Share insights and data with partners to support strategic decision-making and service planning.
  • Ensure any future submission process is proportionate, purposeful and adds value for practitioners and families.

We will provide a further update once this work has been completed and a longer-term approach has been agreed.

Thank you for your continued support and engagement as we develop the Earliest Support Pathway and work together to ensure it delivers the greatest possible benefit for children, young people, families and partner agencies
