Gloucestershire’s Early Years and Childcare Service is a county wide service which brings together the statutory and non-statutory duties of the Local Authority.

Staff are configured into the Early Education & Child Development Team (Quality, Inclusion and Child Development & SEND), Childcare Sufficiency and Business Support, Finance Team, Early Years Foundation Stage (EYFS) in schools Quality and Improvement Officer and an Early Years Development Officer.

The Education Inclusion Service (EIS) sits within the Education Hub in Gloucestershire County Council's Children's Services. The service works to ensure children with additional needs are supported to remain in school and achieve, through:
Meeting statutory duties for attendance, exclusion (including Alternative Provision), home education (EHE), and children in employment & entertainment (CIEE)

Supporting families and education settings in the development of inclusive practice and environments, ensuring children and young people have access to an education appropriate to meet their needs.

Supporting families and education settings to take early holistic action to address previous trauma, emerging issues, and prevent escalation for children with no SEN and at SEN Support, all of whom are not in care.

The EHCP Casework Team is part of Gloucestershire County Council's SEND Service.
They support children and young people throughout the EHCP process, from considering requests for Education, Health and Care needs assessments through to reviewing and maintaining EHCPs.
Their role is to ensure that the legal duties relating to EHCPs are carried out in line with the Children and Families Act 2014 and SEND Regulations.
They are committed to working in partnership with families and ensuring that children and young people are at the heart of decision-making.

The aim of Gloucestershire Healthy Living and Learning (GHLL) is to help children and young people achieve their full potential and lead long, healthy, happy lives. Working with GHLL will enable schools and colleges to support children and young people to make positive choices to improve their physical, emotional and mental wellbeing.

Local Offer

Becoming an adult can be exciting, daunting, and challenging, and every young person's journey will be different. The Preparation for Adulthood team provides advice, guidance, and support to help ensure the transition from childhood to adulthood is positive, empowering young people to develop independence and achieve their goals.

Through working collaboratively with school communities, they promote relationship-centred practice that strengthens connections, builds trust and fosters a genuine sense of belonging.
