Theme 2 – How we support people

We’re improving how we monitor and support care delivered by other organisations on our behalf (we call this a delegated function) to make sure it consistently meets our standards. This work strengthens our approach to contract management and quality assurance and supports our wider strategic commissioning priorities. By setting clear expectations and working closely with providers, we’re helping to raise the standard of care across the board. 

What this means for people: 

  • People can expect more consistent, high-quality care—regardless of who provides it.
  • Services are better monitored, with clear standards and regular checks to ensure they meet people’s needs.
  • There’s greater confidence that care is safe, effective, and focused on helping people live well.
  • Stronger partnerships with providers mean quicker improvements when things aren’t working as they should.

To support this, we’re introducing an External Workforce Strategy, a standard Quality Assurance Framework for all providers, and a Contract Management Framework that aligns with new Procurement Legislation.

We’re making it easier for people to find the information they need and get involved in shaping adult social care. This is supported by our Collaborative Partnership Board Co-production Charter, which sets out how we work alongside people with lived experience to design and improve services. 

 We’re also working closely with our Equalities, Diversity and Inclusion (EDI) Group and Partnership Boards to make sure everyone’s voice is heard. These groups act as “Critical Friends”— offering honest, constructive feedback, challenging assumptions, and helping us ensure our work is inclusive and reflective of the diverse communities we serve. 

 What this means for people: 

  • People can more easily access clear, useful information about care and support.
  • Everyone has the opportunity to be involved in shaping services, especially those with lived experience.
  • Feedback is valued and used to improve how services are designed and delivered.
  • Services are becoming more inclusive, accessible, and responsive to the needs of all communities.
