What is HEA?

HEA is designed to be used by service planners, commissioners or providers, in conjunction with their local community partners.

HEA can be used to help inform planning and steer resources relative to need. An effective HEA depends on cross agency agreement and commitment to action.

  1. Agree priorities and partners
  2. Do an equity profile
  3. Identify effective local action to tackle inequities
  4. Agree local targets with partners
  5. Secure changes in investment and service delivery
  6. Review progress and impacts against targets

Gloucestershire County Council has developed a local HEA template for colleagues across the system to download, save and work on. The template provides a simplified version of the tool and some guidance to get you started.

We have amended the tools locally so that they are easier to use, and whilst we have tested these (as demonstrated in the case studies tab), we need to continue to test these and learn from these experiences to find out how they are working and how they can be improved.
