‘The Section 151 Officer can confirm that the additional £2.8m DfT funding was spent on highway maintenance activities that would not otherwise have taken place'.

How is Gloucestershire County Council introducing innovation in the delivery of highways maintenance (eg the use of new equipment or software) and where it plans to go further?
Gloucestershire County Council has recently utilised the FixMyStreet system which has enabled the automation of reported issues and works with our CRM system. We are also planning to enable issues to be reported via Webforms rather than traditional email, thus negating the manual process of transference to our CRM system. Gloucestershire has also introduced ‘Find and Fix’ gangs to target defects and non-safety defects which have yet to be reported or are in a given area. Gloucestershire is also investigating/trialling the latest technology in respect of defect repairs. Use of Social Media is heavily utilised to inform the public of resurfacing schemes, road closures, winter maintenance and other relevant highways information.
What steps is Gloucestershire County Council taking to ensure utility works are completed in an organised and efficient manner?
Full details relating to ensuring utility works are completed in an organised and efficient manner are available at: Streetworks licences, permits and permissions | Highways (gloucestershire.gov.uk). The local Highways Authority must be notified of all works on its network. This may be for works that do not include excavation eg tree cutting. This ensures that all works on the Highways network can be coordinated effectively. Submissions to the local authority must include copies of accreditation ID badges for operatives (front & back), proof of public liability insurance, Copies of any S106 agreements or any other agreement with a utility provider, and a site and locality plan. Details relating to required processes before, during and after works can be found at: guidance-notes-for-applicants-section-50-v23.pdf (gloucestershire.gov.uk) and the Highways Inspection manual can be found at: https://www.gloucestershire.gov.uk/media/simf2op2/highway-safety-inspection-manual-issued-august-2023.pdf
