We need to use information about you to:
- deliver services and support to you;
- manage those services we provide to you;
- respond to your queries;
- help investigate any worries or complaints you have about your services;
- carry out promotion of our services and public awareness campaigns;
- for the prevention and control of disease and the promotion of health within the community;
- undertake corporate administration and support functions;
- keep track of spending on services;
- train and manage the employment of our workers who deliver those services;
- evaluate and plan services;
- historical and research reasons;
- enforce legislation and restrictions;
- establish and defend legal claims;
- prevent and detect crime and fraud;
- manage archived records for historical and research reasons;
- undertake live systems testing for new systems being implemented in the Council and across Gloucestershire; and,
- meet our reporting obligations to report to statutory authorities.
Under Section 52 of the Modern Slavery Act 2015, Gloucestershire County Council is classed as a 'First Responder', and has a duty to respond to, and address, potential instances of modern slavery. The statutory guidance sets out the following functions for ‘first responder organisations’ under paragraph 4.7:
- Identify potential victims of modern slavery and recognise the indicators of modern slavery
- Gather information in order to understand what has happened to them
- Refer victims into the National Referral Mechanism (NRM). In England and Wales this includes notifying the Home Office if an adult victim does not consent to being referred via the Modern Slavery Portal
- Provide a point of contact for the competent authorities to assist with the reasonable grounds and conclusive grounds decisions and to request a reconsideration.
To support this, the council collects and shares information to be able to work collectively with the Gloucestershire Anti-Slavery Partnership and other relevant organisations to investigate and respond to potential cases of Modern Slavery. This will enable us to share relevant and pertinent information with the Home Office so that potential victims can receive support through the National Referral Mechanism (NRM), and potential perpetrators be reported to police.
Gloucestershire County Council is a data controller under data protection legislation, as the Council collects and processes personal information about you to provide services and our statutory and regulatory obligations.
