Information for personal searchers (including Con29)

Using the records

Please note that in order to be able to get the most out of the information available, you will need access to the County Council website, a clear plan of the property, and the Ordnance Survey grid reference. If the property is on a new estate, you may also need the development sales name and phase number.

Requests for additional information outside the remit of Con29 Enquiries of a Local Authority are likely to require payment of a separate fee.

The Highway Records maps associated with the List of Streets are available for public inspection in the Map Room (see Shire Hall Map Room information above, for more information).

Information regarding the adopted 'List of Streets' Highway network is not available online on the County Council website; however, Geoplace (who coordinate the National Street Gazetteer) have published the status of Streets (where available) for the whole of England & Wales. The "Map" section will allow you to identify whether any recorded Street is "publicly maintainable", "prospectively maintainable" (i.e. under agreement for adoption), "privately maintainable" or "mixed responsibility". It is, however, very important to note that the information held is not "live", it may be up to 1-1.5 months old and so should be used with caution (particularly for the prospectively, privately, and mixed categories).  External Link: https://www.findmystreet.co.uk/.

A list of "newly adopted highways not yet shown on the Road Record maps" is available here: Newly Adopted Highways - 29Dec2025.

A list of the current streets covered by Adoption Agreements is available here: Developments under Adoption Agreements - 9Jun2025.  If you have any queries regarding this list, please email highwaylegalagreements@gloucestershire.gov.uk. (Please note that for Agreements in Cheltenham and Gloucester, you will need to check Cheltenham or Gloucester AND the specific ward. For example, an agreement for a highway in Barnwood, Gloucester may be listed under either Barnwood or Gloucester.)

By using a combination of the above, it should provide you with correct information for most Streets; however, we CANNOT and DO NOT guarantee this for ALL Streets. If you have any queries, please call 01452 328977 or 328980 or email highwayrecords@gloucestershire.gov.uk; however, we may not be able to reply immediately. Some written responses may require payment of a fee.

Please note that there are several different departments responsible for delivering highway schemes. You will therefore need to consult various sources to build up a complete picture. The information should also be read in conjunction with the District Local Plans and the Local Transport Plan. In addition, other road schemes may be being promoted by third parties (for instance developers); so it is advisable to also check with the District Council/Planning. There may be an overlap between some of those sources.

Ordnance Survey grid references: where given, the single-point reference is only intended as an approximate guide to the general location of the scheme. It is not possible to give precise single-point references due to the 'irregularly-shaped' size and nature of schemes.

Local Transport Plan (LTP) schemes:  The attached is a list of schemes currently within Gloucestershire's Local Transport Plan (2020-2041) which are regarded as within scope of the Con29. Whilst inclusion in the LTP list is an acceptance of an intention to progress such a scheme, those schemes in their early stages may not have any design detail yet available; in which case, the Con29 columns will be 'blank'.  LTP Scheme Info - extracted 30Sep2025

General highway schemes and TROs:  The attached spreadsheet will be updated on a regular basis.  It is the Users responsibility to ensure that they consult the latest information, and the County Council cannot be held responsible if a superseded version is used. Current Version: Schemes & TRO info - 4Sep25.

Supplemental List not yet shown in the main list: (None)

The information given in the description field is in the following format: "A & BC", where:

A = ROAD. If the scheme is declarable under Qu.3.4, the word ROAD will be displayed.

B = 3.1LAND or 3.2LAND. If land is required for public purposes, the word 3.1LAND will be displayed.  If land outside the highway boundary is required to enable a 'Qu.3.4 Nearby Road Scheme' or 'Qu.3.6 Traffic Scheme' to be implemented, the word 3.2LAND will be displayed. However, it is not possible to determine from the attached whether or not land outside the highway boundary will be required from a particular property or site.

C = a list of the 'Qu.3.6 Traffic Schemes (a) - (l)' elements which apply to the scheme as a whole.

Under the Roads Improvement Act 1925 and Public Health Act 1925, Building and Improvement lines were prescribed between 1928 and 1935 for the major roads (only) shown indicated on the attached plans (blue on full county plan; pink on the north/south versions).

They were intended to protect the prescribed land against development in order to keep the street scene open, which could potentially allow for future highway widening/improvements.

They are, however, now regarded as obsolete and there are no proposals to implement them. Due to their age, and lack of action relating to them in the intervening years, it is considered that they are now essentially unenforceable, and if any widening was proposed along affected roads in the future, more recent legislation would need to be used for any acquisition.

All building and improvement lines are, however, registered in the Register of Local Land Charges. We have not gone through the process to revoke the Lines in order to remove them from the Register, as the relatively small benefit of doing so is considered to be outweighed by the large amount of work involved with revoking them, which requires consultation with (and the agreement of) all affected adjoining landowners.

Building & Improvement lines - North part of the County (PDF, 1.4 MB)

Building & Improvement lines - South part of the County (PDF, 1.5 MB)
