Disclosure and barring service (DBS) - How to carry out a DBS check

Disclosure & Barring Service (formerly CRB) processes were established under the Protection of Freedoms Act 2012. Gloucestershire County Council operates as an Umbrella Body for DBS processing, supporting not only the recruitment of staff to the County Council but also to affiliated organisations.

Information for managers and applicants about the application process

Key features

  • Recruiting manager is aware of the additional time that will be needed to recruit to allow for the checks.
  • Organisations/ Managers that use the GCC DBS team as an umbrella body are aware of their responsibilities.
  • Applicant will be clear what is required re: DBS
  • Applicant and manager will be aware of what the DBS application process will consist of.

It is the manager's responsibility to:

  • consider the need for the required DBS checks with reference to the DBS Policy
  • ensure that the identity checks required for the application are carried out
  • if an applicant has lived abroad the manager must consider the need for an overseas check

It is the applicant's responsibility to:

  • complete the application form, with guidance as required
  • provide the appropriate identification documents 

It is the our responsibility to:

  • provide advice and guidance to managers to assist with checking identification and completing application forms
  • provide advice and guidance to applicants when completing forms
  • carry out a DBS barred list check as required and notify the recruiting manager of result
  • log and check application forms, returning to recruiting manager if they are incorrect
  • process the application forms and send through to the DBS for processing
  • chase and escalate with the DBS if a check has been with the DBS for 8 weeks or more
