Local Plans in Gloucestershire

Legacy local plans

As England moves to a new planning system, some councils will continue preparing plans under the existing ("legacy") system for a limited period. However, all local plans using the legacy system must complete their Regulation 19 consultations by 31 December 2026. And then they must submit their plans for examination in public by 31 March 2027.

Cheltenham Borough Council, Gloucester City Council and Tewkesbury Borough Council are working together to prepare a new Strategic and Local Plan. This plan will replace the current joint core strategy and relevant local planning policies across the three council areas.

The new planning system

The new planning system will run in parallel with the legacy system for a short period. Its aim is to make plan-making faster, more consistent and easier for communities to engage with.

Two Gloucestershire councils are currently preparing local plans under the new plan-making system. Both councils have published timetables showing how they intend to progress through the new gateway process and prepare their plans within the required timeframe.
