How do we buy goods, services and works?

Gloucestershire County Council (GCC) buys goods, services and works in line with our Contract Procedure Rules, the Procurement Act 2023 and other relevant procurement legislation. We welcome bids from suppliers of all sizes, including local businesses, small and medium-sized enterprises (SMEs), voluntary organisations and community groups.

SAP Ariba

GCC uses SAP Ariba to manage quotation and tender opportunities online. SAP Ariba has replaced our previous tendering system, ProContract.

Through SAP Ariba, suppliers can:

• Register for free on the SAP Business Network via https://discovery.ariba.com/ 
• Access quotation opportunities when directly invited by GCC
• Access open tender opportunities through the relevant notice published on Find a Tender
• View procurement documents and supporting information
• Ask questions during the procurement process
• Submit quotations and tender responses electronically

To help avoid issues when responding to opportunities, we recommend that you:

• Register on SAP Discovery as early as possible
• Check that you can access the system before submission deadlines
• Check your junk or spam folder for SAP email notifications

This will help ensure you can access opportunities and submit your response on time.
