Reporting modern slavery

Modern slavery includes slavery, human trafficking, forced labour and domestic servitude. Victims are often coerced, deceived or forced into a life of abuse and exploitation. Organised crime groups are heavily involved, but individuals can also commit these crimes.

Certain public authorities must notify the Home Office if they identify someone as a suspected victim of slavery or trafficking. These “First Responders” include:

  • Police
  • UK Visas and Immigration
  • Border Force
  • National Crime Agency
  • Local Authorities
  • Health and Social Care Trusts

If you are a First Responder

Use the National Referral Mechanism (NRM) to report suspected cases of modern slavery or to refer potential victims for support and protection.

Refer to the Home Office guidance for First Responders for the latest instructions on reporting through the NRM.

If you’re not a First Responder

You can still report concerns about modern slavery:

If someone is in immediate danger, you should call 999.
