Multi-Agency Risk Management (MARM)

Multi-Agency Risk Management (MARM) is designed to support individuals facing a high level of risk where a multi-agency approach would be beneficial. It brings together senior representatives from agencies such as emergency services, health and social care to:

  • identify the relevant risks for the individual
  • agree on agency responsibilities and actions
  • record, monitor and review progress against the action plan
  • decide when the risks have been managed and evaluate outcomes. 

MARM does not replace statutory adult safeguarding. It is a framework for managing risk where the concerns do not come from a third party, and the person can protect themselves but remains at risk. The referring agency must show that they have exhausted all strategies to reduce the risk before considering MARM referral.

MARM is not a substitute for:

  • Multi-Agency Public Protection Arrangements (MAPPA)  
  • Multi-Agency Risk Assessment Conference (MARAC)  
  • Multi-Agency Tasking and Coordination (MTAC)
  • Channel (Prevent programme)
  • Other local multi-agency forums (such as Blue Light, Complex Case Cell, FERN, SWOP)
  • Formal adult safeguarding under Section 42 of the Care Act 2014
